A New Chapter in Property Management: Partnering with The Franklin Group
At Piedmont Housing Alliance, our mission has always been to provide and preserve affordable housing while supporting thriving communities. As part of our commitment to continually improving the resident experience, we are excited to share an important update about our property management operations.
Effective October 1, 2026, Piedmont Housing Alliance will transition the day-to-day management of our housing communities to The Franklin Group, a specialized third-party property management company.
Why Are We Making This Change?
As our organization continues to grow and evolve, we are seeking opportunities to strengthen the support and services available to our residents. Partnering with The Franklin Group will bring:
- Additional property management expertise
- Increased staffing capacity
- Enhanced compliance and regulatory support
- Stronger operational infrastructure
- Improved systems and processes designed to better serve residents
This transition allows us to leverage specialized property management resources while remaining focused on our core mission of preserving affordable housing and supporting residents throughout our communities.
What Will Stay the Same?
While management responsibilities are changing, many important aspects of your housing experience will remain exactly the same.
Piedmont Housing Alliance Remains the Owner
Piedmont Housing Alliance will continue to own and oversee all communities affected by this transition. We will work closely with The Franklin Group to ensure operations remain aligned with our mission, values, and commitment to affordable housing.
Affordable Housing Protections Remain in Place
This transition does not affect:
- HUD assistance
- LIHTC affordability requirements
- Rent subsidies
- Lease rights and protections
- Resident obligations
- Household certification status
- Grievance rights
- Fair housing protections
Residents will continue to receive the same housing program benefits and protections they currently have.
Resident Services Will Continue
Our Resident Services team is not going anywhere. Piedmont Housing Alliance will continue providing and coordinating resident services, community programming, resources, and support. The Resident Services team will work closely with The Franklin Group to ensure residents continue receiving assistance and information they need.
What Changes on October 1?
Beginning October 1, 2026, residents will work directly with The Franklin Group for routine property management matters.
Rent Payments and Maintenance Requests
Starting October 1, residents will submit:
- Rent payments
- Maintenance requests
- Work orders
- Emergency maintenance requests
through The Franklin Group’s management systems and staff.
Detailed information regarding payment methods, resident portals, office hours, maintenance procedures, and emergency contacts will be provided before the transition date.
Your Lease Remains the Same
Residents do not need to sign a new lease because of this transition.
Your current lease agreement, rent structure, house rules, rights, responsibilities, and all program protections remain fully valid and unchanged.
Important Reminder: RealPage and Loft Systems Blackout Period
To facilitate the system transition, RealPage and Loft systems will be unavailable beginning September 25, 2026.
Residents are encouraged to plan ahead for rent payments and any online account activity before the blackout period begins. Additional instructions regarding payment options during this period will be shared as the transition approaches.

Please contact your current PHA property management and maintenance staff regarding:
- Current lease questions
- Rent payment questions
- RealPage and Loft system access
- Maintenance requests
- Recertification matters
Beginning October 1, 2026
Residents should contact The Franklin Group for all day-to-day property management needs. Contact information and office hours will be distributed prior to the transition.
